The three MM2H tiers at a glance

TierFixed depositProperty purchaseAgent feePass lengthWork rights
SilverUSD 150,000RM 600,000 min.RM 40,0005 years, renewableNo local employment
GoldUSD 500,000RM 1,000,000 min.RM 55,00015 yearsNo local employment
PlatinumUSD 1,000,000RM 2,000,000 min.RM 70,00020 yearsMay work and run a business

In Kuala Lumpur, the federal foreign-buyer floor of RM 1,000,000 overrides the Silver tier's lower property minimum, so a KL purchase starts at RM 1,000,000 on every tier. The qualifying property must be held for 10 years. Every applicant also pays a RM 5,000 MOTAC processing fee, and dependents are charged separately by the agent.

Estimates for budgeting only. Deposit figures are the programme requirements in USD; the ringgit equivalent moves with the exchange rate. Excludes dependents' costs, valuation fees, disbursements, and service tax. Confirm exact figures with your lawyer and a licensed MM2H agent before committing.See also our MM2H overview.

MM2H Cost FAQs

How much does MM2H actually cost all in?

Three buckets. Programme capital: a fixed deposit of USD 150,000 to 1,000,000 depending on tier (up to half can later fund the property, subject to MOTAC's timing conditions), plus a one-time participation fee of RM 1,000–200,000 by tier, RM 5,000 processing per principal applicant, and a MOTAC-regulated agent fee of RM 40,000–70,000. Every application must go through a licensed agent. Buying costs: roughly 9–11% of the purchase price upfront, dominated by the flat 8% foreign stamp duty. Exit tax: RPGT of 30% on gains if you sell within five years, 10% from year six.

Is the MM2H agent fee mandatory, and what does it cover?

Yes. MOTAC requires every MM2H application to be submitted through a licensed agent, there is no direct route. The regulated professional fee covers the principal applicant and typically bundles application handling, a medical checkup, first-year medical insurance, and visa fees. Dependents are charged separately and those charges vary by agency, so get the inclusions in writing before you sign.

Do MM2H visa holders pay the 8% foreign stamp duty?

Yes. MM2H grants long-stay residency but does not change stamp duty treatment. Only citizens and PRs qualify for the tiered 1–4% scale. On a RM 1,500,000 purchase, MOT duty alone is RM 120,000.

What is the minimum property purchase for MM2H in Kuala Lumpur?

The Silver tier names RM 600,000 and Gold names RM 1,000,000, but Kuala Lumpur separately requires foreign buyers to spend at least RM 1,000,000 per residential title. The KL floor wins, so a KL purchase starts at RM 1,000,000 regardless of tier. Platinum requires RM 2,000,000. The qualifying property must be held for 10 years.

Can the fixed deposit pay for the property?

Partly. After approval, and subject to MOTAC's timing conditions, up to 50% of the fixed deposit can be withdrawn for approved spending, including the qualifying property, children's education, or medical costs in Malaysia. The remainder stays placed for the life of the pass, so treat the full deposit as locked capital when you plan the purchase timeline.

What happens if I sell the property before 10 years?

Two problems at once, with one exception. The qualifying purchase is a condition of the programme, so disposing of it inside the 10-year hold puts the pass at risk. MOTAC does allow an early sale if you replace the unit with one of equal or higher value, so upgrading is permitted, cashing out is not. A sale within five years also lands in the 30% RPGT band for foreign sellers, against 10% from year six.

Which MM2H tier makes sense for a property buyer?

Gold, for most. Its RM 1,000,000 property minimum lines up with the KL foreign-buyer floor, the 15-year pass outlasts a typical investment cycle, and half the USD 500,000 deposit is potentially recoverable against the purchase. Silver suits buyers for whom the deposit is the binding constraint, though its 5-year renewable pass adds renewal risk to a 10-year property hold. Platinum is for buyers who need the right to work or run a Malaysian business.

Does MM2H still have a monthly income requirement?

No. The rules requiring a minimum monthly offshore income and a minimum in liquid assets were removed in the 2024 revision. The current programme is built around the fixed deposit and the property purchase.

Does holding MM2H make me a Malaysian tax resident?

No, and this is one of the most common misunderstandings about the programme. Malaysian tax residency is decided purely by a day-count test, broadly, 182 days or more physically present in Malaysia in a calendar year, not by which visa you hold. You can hold an MM2H pass for years and remain a non-resident for tax purposes if you don't meet the day count, in which case Malaysian-sourced income including rental income is taxed at a flat 30% rather than the progressive resident rates. Plan your time in the country with the tax outcome in mind, not just the visa requirement (MM2H itself only requires a minimum physical stay for applicants under 50).

Is there a medical insurance requirement, and does age affect it?

Yes. Applicants and dependents under 60 must hold Malaysia-approved medical insurance before the visa is endorsed, and this is normally arranged as part of the licensed agent fee for the first year. For applicants 60 and above, adequate medical coverage is still required but is assessed case by case, depending on age, health, and what insurers will actually offer. There is no fixed upper age limit for MM2H itself, but an older applicant should confirm insurability before paying any deposit, since a declined policy can stall the whole application.

Does MM2H lead to permanent residency or citizenship?

No, and the programme does not convert into either. MM2H is a long-stay pass, not an immigration pathway. Malaysian permanent residency requires a separate application under standard immigration rules, and citizenship by naturalisation requires roughly 10 of the preceding 12 years of continuous lawful residence, with MM2H time not automatically counting toward it. Treat MM2H as what it is, renewable long-stay access paired with a property purchase, rather than a first step toward a Malaysian passport.
