I get some version of this question every month from clients looking at the Bangsar, Seputeh and Damansara Heights corridor. Do I buy something already built and rent it out next month, or do I put a deposit on a tower that hands over keys in 2029 and hope the numbers work out by then. There's no single right answer, but the mechanics of each path are different enough that you should understand them before you sign anything.
The two piles of stock in this corridor
Looking at what's actually on this site right now, the listings split cleanly into two groups. One group is done and either already rentable or close to it. The other is still on paper or under construction, with completion dates stretching out to 2031.
| Status | Project | Tenure | Completion |
|---|---|---|---|
| Completed | Rhombus | Freehold | 2011 |

| Completed | Setia Sky Seputeh | Freehold | 2020 |
| Completed | Sentral Suites @ KL Sentral | Leasehold | 2020 |
| Completed | ViiA Residences | Leasehold | 2021 |
| Completed | Tria Seputeh | Leasehold | 2021 |
| Completed | Residensi 38 Bangsar | Leasehold | 2024 |
| Due 2026 or later | The Cedar Damansara Heights | Freehold | 2026 |
| Due 2026 or later | The Lantern Bangsar | Freehold | 2026 |
| Due 2026 or later | One Eleven Menerung @ Bangsar | Freehold | 2027 |
| Due 2026 or later | Riana Trees Residences | Leasehold | 2027 |
| Due 2026 or later | Bangsar Hill Park | Leasehold | 2028 |
| Due 2026 or later | Aetas Seputeh | Freehold | 2028 |
| Due 2026 or later | Pavilion Damansara Heights (Imperial Residences) | Freehold | 2029 |
| Due 2026 or later | Enlace Suites @ Pantai Sentral Park | Leasehold | 2029 |
| Due 2026 or later | Parkside Residences @ Setia Federal Hill | Leasehold | 2030 |
| Due 2026 or later | Lunar Seputeh | Leasehold | 2031 |
The newest completed stock dates from 2024, while the latest launch is not due until 2031. If your investment thesis depends on rental income starting soon, that gap matters more than any psf discount a developer offers you.
Money flow: progressive payment versus one lump disbursement
A new launch condo is protected under the Housing Development Act, and the payment schedule follows Schedule H. For strata properties sold under the Housing Development Act, Schedule H of the regulations prescribes a fixed progressive payment schedule. Each stage payment is released only after the developer's architect certifies that stage complete. Practically, this means you put down 10% on signing and your bank only disburses further tranches as piling, structure, and finishing stages are certified. You'll only start paying interest based on the amount already released, known as progressive interest. If you buy Aetas Seputeh today, from RM3.91 million, you are not servicing a full mortgage on that amount from day one, and you're not paying rent-equivalent cash out of pocket while also carrying a full loan, the way you would on a subsale.
A subsale is the opposite. Loan is disbursed in one shot at completion of the sale and purchase, full interest starts immediately, and you're carrying the whole mortgage from month one. The upside is you can start collecting rent from month one, assuming the unit is vacant or you inherit a sitting tenant.
Freehold, leasehold, and what it means for financing
Of the listings above, Rhombus, Pinnacle Bangsar Residence, Setia Sky Seputeh, The Cedar Damansara Heights, The Lantern Bangsar, One Eleven Menerung, Aetas Seputeh, and the Pavilion Damansara Heights towers are all freehold. Sentral Suites, ViiA, Tria Seputeh, Residensi 38 Bangsar, Riana Trees, Bangsar Hill Park, Enlace Suites, Parkside Residences and Lunar Seputeh are leasehold. Before you commit to a leasehold unit, check the remaining lease term and the margin of finance your bank will actually offer on it, rather than assuming 90%.
The RPGT clock you didn't realise you'd started
For Malaysian citizens and permanent residents, the rate is 30% for disposals in Years 1 to 3, 20% in Year 4, 15% in Year 5, and 0% from Year 6 onwards, with the 0% band applying since 1 January 2022. Here's the part investors miss on new launches. Your RPGT holding period starts from the date of your sale and purchase agreement, not from the date you get vacant possession. So if you sign for a unit at The Lantern Bangsar today, your six-year clock starts today, while on a unit completing in 2029 or later, years of that clock run before the first month's rent. Buy a subsale unit today instead, and your clock also starts today, but you already have a tenant paying you while it runs. Either way, if you want to sell without RPGT eating a third of your gain, plan on holding at least six years from signing.
Financing cost is stable right now
Bank Negara Malaysia has maintained the overnight policy rate at 2.75% for the fifth time this year, announced after its monetary policy committee meeting on September 3, 2026. The OPR has sat at 2.75% since July 9, 2025, which is useful if you're comparing a floating rate package on a subsale purchase against a fixed or capped package on a new launch progressive loan. Neither path is obviously cheaper right now purely on financing cost, so the decision should come down to your own cash flow tolerance and how long you can realistically wait for rental income.
My actual take
If you need rental income within the next twelve months to justify the purchase, don't buy anything with a 2028 or later completion date. Look at what's already done, Rhombus, Pinnacle Bangsar, Setia Sky Seputeh, or the more recently handed over ViiA and Tria Seputeh, and go subsale. If you have a longer horizon, don't need the cash flow immediately, and want to build up equity through progressive payments while your capital sits mostly in your own bank account rather than the developer's, a new launch can make sense. Bangsar Hill Park starts from RM911 psf, so compare it with recent subsale transactions nearby before you decide. Residensi 38 Bangsar, from RM910 psf, is already built, so there is no construction wait at all. What you shouldn't do is buy a 2030 or 2031 completion purely because the psf looks attractive today. A lot can change in five years, including your own need for liquidity, and Schedule H protects your payment timing but it does not protect you from your own change of circumstances before vacant possession.
